City Description

Los Angeles, officially the City of Los Angeles and often known by its initials L.A., is the cultural, financial, and commercial center of Southern California. With a census-estimated 2015 population of 3,971,883,[10] it is the second-most populous city in the United States (after New York City) and the most populous city in California. Located in a large coastal basin surrounded on three sides by mountains reaching up to and over 10,000 feet (3,000 m), Los Angeles covers an area of about 469 square miles (1,210 km2).[7] The city is also the seat of Los Angeles County, the most populated county in the country. Los Angeles is the center of the Los Angeles metropolitan area, and is part of the larger designated Los Angeles-Long Beach combined statistical area (CSA), the second most populous in the nation with a 2015 estimated population of 18.7 million.

The City of Los Angeles released a draft ordinance regulating cannabis on June 8, 2017 followed by a revision of the proposed ordinance on September 22, 2017. Regulations listed in the municipal code of the City of Los Angeles as of October 27, 2017 still reflect a mixture of the tax and enforcement element of Proposition M and regulations related to medical cannabis which had been developed several years prior.

SEC. 21.51. TAXATION OF CANNABIS

Nothing in this Section shall be construed as requiring the City to allow, permit, license, authorize, or otherwise regulate cannabis, cannabis products or any business related to cannabis and/or cannabis products.

(b)5. Every person with a license that is engaged in business of manufacturing or cultivating cannabis and/or cannabis products shall pay a business tax of $20.00 for each $1,000.00 of gross receipts or fractional part thereof.
